Muḥrim cutting own or someone’s hair to come out of Iḥrām
Question
(1) Is it possible for a woman to cut her own hair to come out of Iḥrām? Is there any financial penalty?
(2) Can a woman who is in Iḥrām cut another woman’s hair? Is there any financial penalty?

Answer
(1) It is permissible for a woman to cut her own hair to come out of Iḥrām. There is no financial penalty.
(2) It is permissible for a woman in Iḥrām to cut the hair of another woman, as long as the woman whose hair is being cut is not in Iḥrām or is coming out of Iḥrām. There is no financial penalty.
قال علي القاري في شرح اللباب (ص ٣٢٤): (وإذا حلق) أي المحرم (رأسه) أي رأس نفسه (أو رأس غيره) أي ولو كان محرما (عند جواز التحلل) أي الخروج من الإحرام بأداء أفعال النسك (لم يلزمه شيء) الأولى: لم يلزمهما شيء، وهذا حكم يعم كل محرم في كل وقت، فلا مفهوم لتقييد المصنف في الكبير بقوله: عند جواز الحلق يوم النحر، انتهى. وقال محمد حسن شاه في غنية الناسك (ص ٢٧٩، جديد): ولو حلق رأسه أو رأس غيره من حلال أو محرم، جاز له الحلق ولم يلزمهما شيء، انتهى. يعني عند جواز التحلل، كما قال (ص ٤٠٢): وإن حلق محرم رأس محرم قبل أوان التحلل بأمره أو بغير أمره فعليه صدقة، انتهى۔
