Iḥrām not necessary when travelling from Makkah to Jeddah
Question
If someone travels from Makkah al-Mukarramah to Jeddah Airport to collect his luggage, are they required to enter into Iḥrām when returning to Makkah al-Mukarramah?

Answer
They are not required to enter into Iḥrām when returning to Makkah al-Mukarramah. This is because Iḥrām is only necessary when crossing Mīqāt and intending to travel directly to ḥaram (Makkah). Jeddah however according to the preferred view is within ḥill (the area between mīqāt and ḥaram) (Aḥsan al-Fatāwā, 4:565) and therefore a person travelling from Jeddah to Makkah al-Mukarramah is not obliged to enter into the state of iḥrām. However, if a person wishes to perform ʿUmrah, this is optional, he can enter into iḥrām at Jeddah or at any point before entering ḥaram.
عن ابن عباس قال: وقت رسول الله صلى الله عليه وسلم لأهل المدينة ذا الحليفة، ولأهل الشام الجحفة، ولأهل نجد قرن المنازل، ولأهل اليمن يلملم، فهن لهن، ولمن أتى عليهن من غير أهلهن لمن كان يريد الحج والعمرة، فمن كان دونهن فمهله من أهله، وكذاك حتى أهل مكة يهلون منها، رواه البخاري (١٥٢٦). وقال الحاكم الشهيد في الكافي المطبوع في الأصل (٢/٥١٧): فكل من أراد مكة لحاجة أو إحرام والوقت بينه وبينها فلا يجاوز الوقت إلا محرما، ومن كان من وراء الوقت إلى مكة فله أن يدخلها لحاجته بغير إحرام، بلغنا عن ابن عمر رضي الله عنهما أنه خرج من مكة إلى قديد ثم رجع إلى مكة فدخلها بغير إحرام، وإذا أراد الإحرام وأهله في الوقت أو دون الوقت إلى مكة فوقته من أهله، فإن تعداه حتى يدنو من الحرم ثم أحرم أجزأه وليس عليه شيء، انتهى۔
